WASHINGTON, March 22 /U.S. Newswire/ -- Congressional incumbents are not employing online communications, resources and fundraising tools according to a study released today by The Bivings Group (http:/ /www.bivings.com/), a non-partisan, Washington, D.C.-based Internet communications agency.
