"Roxie," the new CBS sitcom premiering at 8 tonight on Channel 9, is built around a great comedy idea: Andrea Martin, its star. In her sundry raucous seasons on "SCTV," Martin was alternately firecracker and spark plug, a supercharged source of satirical inspiration.

In "Roxie," she only gets to flex one or two of her bulging artistic muscles, and it's disappointing to find her sort of rounded off and mellowed out for prime-time consumption, but the character she plays, introduced in a few episodes of "Kate & Allie" earlier this season, has possibilities, and the show could evolve into a ...
