EDINBURGH is a pejorative term for many in the rest of Scotland, and the nation will suffer until all Scots can embrace it as the nation's capital. So claimed Ewan Aitken, the leader of Edinburgh city council, in a speech to business executives and politicians yesterday.

His message - that Edinburgh should be treated as a special case when it comes to sharing Scotland's infrastructure investment and public-sector jobs - will reignite the debate over whether the capital gets a fair deal.

The city is responsible for almost 12p in every GBP 1 generated by Scotland's economy yet has less than 9 ...
