When Congress passed the 1978 law providing for appointment of
special prosecutors, the lawmakers had two major concerns.
They sought to avoid repetition of the "Saturday Night Massacre,"
in which President Richard M. Nixon fired Watergate special
prosecutor Archibald Cox, and to ensure that such counsels appointed
