D.C. Federation Reassesses Civic Duty;66-Year-Old Coalition of Neighborhoods Finds Power Waning in Age of Home Rule

The 66-year-old D.C. Federation of Civic Associations was an
early advocate of home rule, but since elected government was
instituted in the District 14 years ago, the civic group's influence
has waned and its leaders have begun rethinking its direction.
"Until 14 years ago, we never had to deal with an elected mayor
and an elected city council," Joseph W. Carter, president of the
coalition of civic groups, told Federation leaders at a recent
meeting.
"We believe that as of home rule that our influence has been
sliding backwards. We just don't have it anymore," said Carter, who
