IT WOULD appear that Britain is to have a referendum to approve or reject the new "constitution" of the European Union. This newspaper has always been in favour of such a popular vote. As a rule, major constitutional changes should be subject to the will of the electorate, either by referendum or a special Westminster election. However, the circumstances in which this latest referendum will take place are hardly propitious.
