Blair's five-year plan to prevent Brown setting Labour agenda

TONY Blair has ordered key government departments to produce a
five-year plan in an effort to ensure that Gordon Brown, the
Chancellor, does not use his spending review to set the agenda for
Labour's third term.
In an extraordinary power struggle with the Treasury, the Prime
Minister has asked four of the main spending departments to lay out a
"strategy plan" until 2009 - setting out clearly how they will make
good his reform agenda.
This is intended to trump the Treasury's three-year spending plan,
due this summer, where Mr Brown will ask each department about its
plans up until April 2007 ...
