Costa Rica Pushes New Peace Plan, Cracks Down on Contras

With Latin American peace efforts floundering and preparations
under way for intensified conflict in Nicaragua, Costa Rican
President Oscar Arias Sanchez is pushing a new initiative to stop the
war between the Sandinista government and antigovernment rebels and
to promote a "democratic government" in Managua.
At the same time, the 45-year-old president is cracking down on
Nicaraguan rebels in Costa Rica, whose presence here is seen as
violating the country's neutrality. At least 60 of the rebels, also
known as contras, have been arrested by Costa Rican authorities in
recent weeks.
