Gulf War Capitals Are Stoical, Calm; After Fighting and Revolution, Little Seems Changed in Tehran

For a city that in the past decade has been turned on end by revolution, then sapped by almost 6 1/2 years of numbing war, the Iranian capital of Tehran these days appears surprisingly unscathed.

Despite frightening daily newspaper headlines that scream of the latest battles in the nation's bitter conflict with neighboring Iraq and wartime economic privations, the mood in this overcrowded city under the snowcapped Elburz Mountains seems strangely upbeat.
