Soviets' New Studio System; State Decentralizes the Movie Business

The Soviet film industry is undergoing a major reorganization
that will redistribute power away from a central state authority to
local studios, the head of the Soviet film union said today.
Speaking with new assertiveness, Elem Klimov, leader of the
Soviet Cinema Workers' Union, said the changes signaled "a protest"
against the industry's recent past and would mean "greater
democratization, greater freedom of action ... and greater
responsibility for the final result."
The changes, approved by the union at a special plenary meeting
this week, will cut back the role of Goskino, the state ...
