Consider Displaced Workers

Secretary of Labor Bill Brock may be the most talented politician
in the Reagan Cabinet and is almost certainly the most unheralded and
under-utilized. But he was chewed out the other day by a senior
White House official.
Brock's "sin" was that he did not categorically reject a plant
closing notification bill in testimony before the Senate Labor
Committee, but rather suggested that such a measure should be "a
matter for negotiation" between the administration and Congress.
