TAXPAYERS in Scotland face a massive 320 million pounds
compensation bill under controversial plans to give tenant farmers an
absolute right to buy their land, it emerged last night.
The Scottish Parliament's rural development committee is
considering pressing for the absolute right to buy being included in
the Agriculture Holdings Bill. The draft bill proposes a more
limited, pre-emptive right which would give existing secure tenants
under a 1991 Act first refusal if their landlord decides to sell.
