`A Coldblooded Assault On Poor People'; They get a third of the budget cuts.

Even liberals know better than to defend any federal program
solely because it intends to help poor people. Waste, excessive
generosity and the (now) universally deplored tendency to "throw
money at problems" are put down as well-intentioned mistakes.
But surely not all the programs slated for the ax in the
president's new budget fall into those indefensible categories.
Didn't we get rid of most of the waste and fraud and
counterproductive federal do-gooding during the first Reagan term?
So why is it that programs for low-income Americans, which account
for just over a tenth of the federal ...
