Concerns raised over 'two-tier' crofting plans

PLANS by the Scottish Executive to allow the creation of new
crofts have led to fears of a two-tier system of crofting.
A white paper launched yesterday includes plans to compensate
landowners for giving over land for new crofts.
But there were claims that the new tenants would become "second-
class" crofters as they would not enjoy traditional benefits, such as
a right to buy at 15 times the usually low annual rent. Instead, if
they wish to buy, they would have to pay the full market price, which
many young people could not afford.
