AS TONY Blair gives another lack-of-progress report from another European Union summit today, a depressing thought will be at the back of his mind. The asylum nightmare, which dogged the Seville talks, has followed him home.

Asylum has become the unwelcome guest of his second term, presenting a whole subset of political flashpoints. Two are due today and a third tomorrow.

First, Mr Blair has the uncomfortable task of moulding the recycled promises of Seville into a victory. They fall way short of his plan to use the EU's "economic and financial clout" so that developing countries stop bogus ...
