the U.N. General Assembly:
At the inaugural session Sept. 16, I had, as you will recall,
stressed the need for a "better United Nations for a better world."
It was a reflection of the ardent aspiration of millions of people
around the world, whose hopes were enshrined in the charter of this
institution.
It has been nearly 3 1/2 months since then, and during this
