EL SALVADOR; After Years of Anarchy, A Nation Is Transformed

The Reagan administration presided over a period of sweeping
political change in El Salvador. After the terrifying anarchy of the
early 1980s, the government held three national elections that gave
power to Christian Democratic President Jose Napoleon Duarte,
traditional nemesis of the armed forces.
Analysts agree that the Reagan years brought a profound
transformation to the military. In 1981, the 17,500-man Army was
virtually the sole pillar of political power in El Salvador. By
