Several thousand departing Vietnamese troops in old Army trucks arrived at the Cambodian border today for a goodbye ceremony, marking a new step in Hanoi's attempt to turn over the defense of Cambodia to the Phnom Penh government it installed during an invasion that began Christmas Day 1978.
