Tsars facing tighter cost controls

SCOTLAND'S growing army of tsars are to be ordered to submit three-
year budget plans to MSPs in an effort to bring their spending under
control.
George Reid, the Presiding Officer of the Scottish Parliament, has
proposed a new plan to regulate the controversial commissioners whose
posts have been created since devolution.
The move follows mounting concern over the costs and the
accountability of Scotland's group of independent commissioners who
have been dubbed "tsars" because of their wide-ranging powers. The
