Care for special needs children brings councils' education budgets to breaking point

SPECIAL needs care for children in Scotland is at 'breaking point'
after the cost of caring for the worst-affected youngsters soared to
almost 150,000 pounds a year.
Scores of children are having to be sent - at enormous cost - to
England to receive specialised education that cannot be provided in
their own area.
But the cost to education authorities is rising, with Glasgow
paying GBP 4m, Edinburgh GBP 2m and North Lanarkshire GBP 1.5m this
year. Part of the increase is being blamed on fee hikes by
independent special schools.
