When state park officials began buying land at the North Carolina line in the mid-1960s, they had visions of a sprawling natural playground on the coast.

They expected to turn 4,300 acres into a dream recreation area with spacious ocean beaches, dressing rooms, a food concession, picnic areas, forest campgrounds and boat ramps on Back Bay-if only they could get people there.

To the north, False Cape State Park is separated from Virginia Beach by a daunting eight-mile hike through the Back Bay National Wildlife Refuge; to the south, nine miles of sand and a locked gate stand between the park ...
