The continuing drama over the future of the Rural Telephone Bank, an obscure federal agency that Congress once said was making too much money, seems likely to be one of the final conflicts between Congress and the Reagan administration.

From the outset the administration has made no secret of its desire to sell the 17-year-old Agriculture Department agency, which was designed to finance construction of rural telephone systems. The tiny agency, however, has many friends on Capitol Hill who have enacted legislation that agency officials say will keep it public until at least 1995.
