The Post's article "The Drug Bill and Decriminalization" {Oct. 28} leaves the erroneous impression that the civil penalties provision of the drug bill Congress recently passed will lead to decriminalization of illegal drugs. This is unfortunate because drug users who proceed under this misimpression will receive a rude awakening when the law goes into effect and they are held accountable for their drug use.
