Reagan Offers Guarded Praise for Soviet Union; President Hails Changes as `Remarkable' but Inconclusive, Assails Radar Station in Siberia

President Reagan today hailed the "remarkable" changes he said are occurring in the Soviet Union but said that Soviet refusal to dismantle a controversial radar station in Siberia "darkens the otherwise hopeful horizon . . . in the arms-control area."

In a reflective speech to the Los Angeles World Affairs Council, Reagan gave a largely optimistic appraisal of U.S.-Soviet relations, predicted a continuing trend toward freedom in Eastern Europe and said that a strategic nuclear treaty "is attainable in the next few years."
