Ray Moderates Debates Of Business, Residents

AIDS insurance. Rent control. Liquor licensing. All have been
among the most controversial issues to hit the D.C. Council in recent
years and all have at least one thing in common: John Ray.
Ray, the Democratic at-large council member seeking a third full
term this year, frequently finds himself on the legislative hot
seat-and apparently not because he is looking for trouble.
As chairman of the council's Committee on Consumer and Regulatory
Affairs, Ray perhaps more than any council member presides over
debates that routinely pit vocal citizens groups against big
