Delhi Changes Tactics in Punjab; Gandhi Visit Launches New Effort to Woo Sikh Moderates

With a blend of brute power, political gestures and the lure of a better life, the government of Prime Minister Rajiv Gandhi is trying to regain the support of a vital segment of the Indian people that it has all but lost-the sturdy and independent-minded Sikhs of western Punjab.

After years of spurning the tactics urged by some Sikh moderates, New Delhi finally is showing a softer face to go with its massive police and paramilitary presence here. But fear and skepticism are so deeply ingrained that the government's gestures may prove too little to win Sikh sympathy.
