Soviet Panel Reaffirms WW II View; Experts Defend Pact With Hitler

Glasnost, Mikhail Gorbachev's policy of open discussion and debate, appears not to apply quite yet to questions of the Soviet Union's past conduct of foreign policy.

Reaffirming Soviet views of 20th century history, a panel of prominent historians, soldiers and government officials today attacked Britain for its short-lived Munich Pact with the Nazis in 1938. The panel also defended Joseph Stalin's nonaggression pact with Adolf Hitler in 1939 as prudent and necessary.
