Job Training Act Earns Raves, Reservations; Quayle Touts 5-Year-Old Program, but Cosponsor Kennedy Plays Down Its Impact

At almost every campaign stop Republican vice presidential
nominee Dan Quayle gives a statistical recitation on the Job Training
Partnership Act (JTPA), the law he helped push through Congress to
try to deal with a double-digit unemployment rate in the depths of
the 1982 recession. The legislation, he tells his audiences, is the
new federalism of a modern America.
Quayle told the Kalamazoo, Mich., area Rotary Club last week
that, unlike its predecessor programs with their make-work public
service jobs and heavy-handed federal bureacracy, JTPA "is better
