The Franklin County Planning Commission voted 6-0 Tuesday to recommend approval to rezone land and grant permits for a 42-acre commercial development by a county businessman.

Plans for the tentatively named Virginia Marketplace were put forth by Orient Bay, which consists of Joel and Ann Clair Shepherd.
