GEORGE BUSH comes to New Orleans to be anointed Ronald Reagan's successor, carrying with him the stigma of second-place status in the polls. Although the gap between him and his Democratic opponent appears to be shrinking, it could widen again if Bush fails to give a very good speech and to pick an energetic campaigner as his vice president-one who can light up the stage without upstaging the star.
