West Bank Politics Supplanted by More Immediate Worry-Money

Elias Freij has been a frequent visitor to the Jordanian capital of Amman during the 16 years he has been mayor of this city of 24,000 in the Israeli-occupied West Bank.

His trips to Europe and the United States always begin and end with a round of calls on various Jordanian government ministries. Whenever he is short of funds to erect a new building or pave a road, "I go to the king and tell him we have no money," Freij said, "and he would give me money."

The last time he was in Amman, in early July, Freij discussed a $200,000 road project, and picked up $60,000 in cash from King Hussein. ...
