Bush Team Now Welcomes Reagan's Seal of Approval; As Fear of Political Liability Ebbs, White House Has Become More Like a Campaign Office

When Vice President Bush took to the lectern in the Old Executive Office Building for a political speech yesterday, one small protocol matter seemed out of place. The usual vice presidential seal had been replaced by the presidential seal.

It was there for President Reagan, who arrived later, but seemed a metaphor for a major shift in thinking among Bush's top political advisers in recent weeks.

Not long ago, they were planning a fall campaign in which Bush would have to struggle with the negative baggage of the Reagan presidency and keep his distance from Reagan to avoid being overshadowed.
