Renewing his effort to take his company out of the public eye, B. Francis Saul II yesterday offered $28 a share-a $3 boost over his earlier offer-for all remaining shares in the B.F. Saul Real Estate Investment Trust of Chevy Chase.

The buyout would cost $50.97 million for shares held by 1,140 public shareholders and for the trust's debentures, held chiefly by institutional investors.
