Pr. William Mall Access Dealt Blow; House Votes to Bar Interchange at I-66

The proposed William Center shopping mall at the Manassas battlefield was dealt its second setback in a week yesterday as the House of Representatives passed legislation that would deprive the mall of access to nearby I-66.

If the measure-which would bar an interchange for the 542-acre William Center site-becomes law, access to the shopping center would be so impaired that a profitable mall would be impossible, according to development experts and preservationists concerned about the mall's impact on the Civil War battlefield.
