When Livingston Ludlow Biddle came back to the family's
Philadelphia estates after World War II, he told his father he
intended to write novels about old and rich Philadelphia families.
The elder Biddle quickly gave him some advice: "Move to
Chicago."
After four novels (two best-selling) revealing the foibles of
Philadelphia, Biddle decided-with perhaps some further suggestion
from his family-that the time had come to move on.
But he picked Washington instead of Chicago.
"Our Government and the Arts: A Perspective From the Inside" is
not the tell-all novel Biddle has been promising ...
