Despite last week's guilty pleas from former national security
adviser Robert C. McFarlane, independent counsel Lawrence E. Walsh
and his staff of two dozen lawyers have been frustrated by a series
of roadblocks that have prevented them from getting the cooperation
of key witnesses and much-needed documentation.
