For Mayor-elect David N. Dinkins, it is as if the campaign never ended.

Reporters trailing Dinkins around town are again shouting questions about his finances, which have come under scrutiny by federal and city investigators. Dinkins is again under fire for being slow and deliberate, this time for his molasses-like pace in staffing his administration. And three weeks before the Harlem Democrat takes office, his old nemesis, outgoing Mayor Edward I. Koch, has warned that Dinkins will probably have to raise taxes.
