China's hard-line leadership has quietly decreed a sharp turn
toward central economic planning and tougher than expected economic
belt-tightening for at least three years.
A confidential Communist Party document recently distributed to
key officials throughout the country lays down a 39-point plan of
action to implement the measures, which are harsher than most
observers expected.
