Fairfax Grows Up to Be a Political Heavyweight

Virginia Lt. Gov. L. Douglas Wilder has given more memorable
speeches to bigger crowds, but at a campaign rally in Fairfax County
on Friday he quietly demonstrated one of the most profound shifts of
political power in state history.
With a gleaming new office complex and bustling Dulles Toll Road
as his backdrop, Wilder, the Democratic candidate for governor,
described some of his key goals if he is elected: more roads, better
schools, a new university for Northern Virginia. The same list is
