Four weeks before the mayoral election here, just when he might
be expected to be working crowds in Brooklyn or the Bronx, David N.
Dinkins is spending the weekend in California.
The leisurely three-day jaunt for a Los Angeles fund-raiser and
speech in Sacramento is typical of the low-risk, front-runner's
campaign being waged by the Democratic nominee. He has all but
ignored Republican Rudolph W. Giuliani, who recently snapped that
Dinkins "thinks he's already been elected mayor."
Dinkins has said nothing remotely controversial for weeks, even
as Giuliani has assailed his ties to Jesse L. ...
