Sentence cuts labelled 'insult'

A Court of Appeal decision to reduce the sentences of RSA murderer
William Bell and Masterton killer Bruce Howse has been labelled a
"pathetic insult to the victims' families".
The decisions, released yesterday by Justice Tipping, were greeted
with disbelief by tough-justice campaigners who had applauded the
hefty sentences dished out on conviction.
Howse, who was found guilty of the December 4, 2001, murders of
his stepdaughters Saliel Aplin and Olympia Jetson, yesterday had his
sentence reduced from 28 years to 25 years minimum non-parole.
