Special needs kids' funding threatened; 'Most vulnerable children' picked on

EDUCATION MINISTRY papers reveal officials hope to save more than $23m in funding for special needs students.

The savings would come through "underspending" on those children - despite principals across the country saying more money is desperately needed.

In papers obtained by the Sunday Star-Times, the ministry's budget figures show it hopes to "underspend" in the Ongoing and Reviewable Resourcing Scheme (ORRS) by $23.5m between 2006 and 2010. ORRS is for the highest special needs children - many of whom are in mainstream schools.
