EARLIER THIS YEAR, Le Monde's weekly book section published parts
of a letter from Mohammad Dib, an Algerian writer who has lived in
Paris since the late 1960s. According to Dib, some six months after
Le Monde announced he was one of "two lucky winners" of a new
literary prize sponsored by the International Federation of
French-Language Writers (FIDELF), he had yet to receive any sign of
the award, much less the 100,000 francs supposedly attached to it.
