James Watt and the Wages of Influence

Once upon a time, not so long ago, there was a secretary of the
interior who reigned over the nation's vast public lands and mineral
wealth. Though he had spent much of his career in Washington, he
openly hated big government, railing like a prophet against the evils
of the Washington establishment.
His name, of course, was James G. Watt. And his sudden
resurfacing last week in the improbable role of Washington insider, a
middle-man for seekers of federal subsidies,has turned his story into
the stuff of a Washington fable.
