JOHN J. McCLOY, who died the other day at the age of 93, was one
of the band of New York lawyers and bankers who came to Washington to
help win World War II and stayed on to build the peace. Of the many
jobs he held, the most profoundly consequential was that of U.S. high
commissioner for Germany from 1949 to 1952, the first years of
democracy's return there. Today both Americans and Germans take for
granted a strong West German state under a stable and effective
parliamentary government. In 1949 neither of those things seemed
certain or even probable.
