A new confrontation appears to be shaping up between President
Mikhail Gorbachev and his conservative rival Yegor Ligachev over the
Soviet leader's proposals to lease land directly to farmers and
reduce the state's control over agriculture.
Ligachev, the Kremlin's man in charge of agriculture, returned
this weekend from a three-day visit to Czechoslovakia, where he
praised the collective farming system and questioned the need for the
changes advocated by Gorbachev.
