UNESCO Chief Vows Major Reforms; Director General Seeks to Persuade U.S. to Rejoin the Agency

The director general of UNESCO said yesterday that he will unveil a major six-year reform plan for the organization that he hopes will radically change its focus and persuade Washington to rejoin the agency.

State Department officials and other Americans who have reviewed drafts of the plan said it would, if adopted by UNESCO member states, mark a dramatic change of course for the beleaguered organization and would eliminate many of the programs opposed by western countries.
