Haunted by a string of electoral defeats, Prime Minister Rajiv Gandhi faced a vote today in the southern state of Tamil Nadu considered a critical test for his Congress Party before a national election that must be held this year.

Although state assembly elections rarely generate much national attention, this election was being seen not only as a test of Gandhi's political strength but also of the trend in this large and diverse country toward more powerful regional parties.
