Baltimore Contractor In Strissel Case Fined, Placed on Probation

A Baltimore building contractor who was a central figure in the
corruption trial of former Annapolis Housing Authority director
Arthur G. Strissel Jr. was ordered yesterday to pay a $100,000 fine
and perform 1,000 hours of community service as punishment for
scheming to fix several of the housing agency's contracts.
U.S. District Judge John R. Hargrove also sentenced Robert I.
Kniffin, 63, the owner of R&K Contractors, to three years in prison,
but suspended the sentence because of Kniffin's poor health.
