Shultz Asks To Renew Gas Ban; Chemical Weapons In Terrorists' Hands Called `Nightmare'

Secretary of State George P. Shultz joined President Francois Mitterrand of France today in urging an intensified international commitment against chemical weapons and reinforced U.N. authority to police their use.

Shultz, who led off a French-sponsored conference of more than 140 nations here, refrained from naming Libya directly despite a drumbeat of U.S. charges that a chemical weapons plant is being built there. But clearly alluding to Tripoli, he warned that the idea of poison gas in the hands of governments linked to terrorism is "a nightmare for all."
